Mamakating Library Card EligibilityLibrary cards will be issued to adults who live in the Town of Mamakating and who reside in any of the following school districts:
Monticello, Minisink, Pine Bush. Eligibility for obtaining a library card is established by eligibility to vote in any of the school districts noted above. Library cards for children will be issued when a child is accompanied by an adult meeting the above conditions.
Mamakating Library Card PolicyTo apply for a library card, you must: Have a valid photo I.D., Have proof of address (within the area served by the library), The cost of a new card is 50¢. If you have had card with another library within the last 5 years, and you cannot find that card, the cost of a replacement card is $3.50.
Your card will be mailed to your address and should arrive within 1-2 weeks after you have applied. Mailing the card verifies the address you have provided. Because presentation of your card is necessary to check items out, you must wait until you receive your card to check anything out. Only the person whose name is on the card may use that card due to privacy laws.
Fax PolicyTo enhance customer service, the Mamakating Library is pleased to provide a fax service to its community as an additional library offering. The Library will provide a cover sheet at no charge to be filled out by the patron. The patron is responsible for finding and verifying the correct fax number. Charges are $2 for the first page and $1 per each additional page.* Charges for incoming faxes are $1 per page, including any cover sheets.* Patrons are responsible for picking up incoming faxes in a timely manner and the library bears no responsibility in contacting patrons who receive faxes to the library. International faxes are not allowed. Payment is due before service is provided. Operation of the fax machine is restricted to staff members only. Fax transmission collection service is available only during the hours the Library is open, staff time permitting. Library services take priority over fax requests. If the fax number is busy, the number is redialed twice automatically. If the fax is not successfully transmitted after three attempts, the document(s) and payment will be returned to the patron. Gifts and DonationsThe Mamakating Library welcomes donations of books and other materials. Donated books are sometimes used to augment the Library’s collection. They are also used for Book Sales held periodically.
Gift and donated materials are evaluated according to the Library’s Collection Development Policy. Acceptance of gifts does not guarantee their inclusion in the Library’s collection. No guarantee is made that any gift selected for use in the Library’s collection will be a permanent part of the collection.
The Library reserves the right to use donations for the Library’s collection or for a Book Sale. If the material is determined to be inappropriate for either the collection or Book Sale, the Library reserves the right to discard it.
The evaluation and disposition of gift/donated materials is the responsibility of Library staff authorized by the Library Director.
Donations must be in acceptable condition. Items smelling of mildew will be refused. Such items should be discarded at home. Items which have yellowed or stained pages, are written in or have underlining, have broken spines, or are damp and musty are not accepted.
Donations of local history materials are encouraged.
Not accepted: magazines, textbooks, encyclopedias.
Receipts given by the Library to donors are limited to a general acknowledgment that a gift was received. Assignment of value for income tax and other purposes is the responsibility of the donor. The Library does not appraise materials nor endorse appraisals provided by donors.
The donor is responsible for delivering all donations to the Circulation Desk. Library staff cannot provide assistance in bringing donations into the Library.
Due to space consideration, only small quantities of donated materials (no more than a dozen items) will be accepted at any one time. Larger quantities can only be considered on a case-by-case basis, by appointment.
Bulletin Board Use PolicyThe Library will post on the bulletin board announcements of the cultural activities of the community that pertain to literature, art, music, drama and related activities, and public announcements of general interest to the community, subject to the following guidelines:
Posters, notices and material for posting will be submitted to staff at the Circulation desk. Staff will determine if the material is suitable for posting.
Material will be posted until the date of the event, or for 30 days, whichever is applicable.
Staff will date all posted material.
Posted material can be added or removed from the bulletin board only by staff. All items will be recycled once they are removed or if they are not suitable for display.
Material with printed price charges may be accepted, but not those announcing events designed to make a profit for a commercial enterprise.
Posting of material does not imply endorsement by the Library.
These guidelines shall be applied to the distribution of materials in the Library, also.
The RCLS Web site is intended to provide information to staff and directors of member libraries, library trustees, RCLS staff, the general public, and other interested parties. Information about member libraries should be confirmed with each library. Useful links to the Internet are provided as a public service to meet the informational, recreational and educational needs of the site’s users. This web site supports the mission of the Ramapo Catskill Library System to establish a set of uniform standards and equity of access throughout our service area. RCLS provides centralized automation, consulting and support services, coordinates and facilitates cooperation among member libraries, and is engaged in advocacy for and promotion of public libraries. Any unauthorized use the RCLS web server for any other purpose other than its intended use is prohibited. This includes, but is not limited, attempts to alter, damage, or destroy information on the server or to interfere with system operation.
RCLS may count the number of viewers of different web pages within the sites it hosts, using standard web server log files. This information is collected in order to improve the content offered on those sites and may be used to compile statistical reports. These logs do not include names, phone numbers, addresses, email addresses, or other identifying personal information. Electronic mail messages sent to individuals with RCLS mail server accounts may contain personal information that the sender has included. Email messages may be stored or forwarded to others within RCLS or to member library staff in order to respond to a request for information. RCLS adheres to the New York State Laws on Library Records (Civil Practice Laws and Rules, Section 4509), which states that library records shall be confidential and shall not be disclosed except that such records may be disclosed to the extent necessary for the proper operation of such library and shall be disclosed upon request or consent of the user or pursuant to subpoena, court order or where otherwise required by statute.

Freedom of Information PolicyIn compliance with Public Offices Law, article 6, and Executive Law, §206-a [1§] §208, the Board of Trustees of Mamakating Library adopts this Freedom of Information Law Policy.
RECORDS ACCESS OFFICER
As Chief Executive Officer of the Mamakating Library, the Library Director is hereby designated to Records Access Officer of the Library.
The Records Access Officer shall:
a. Respond to all inquiries relating to the availability to the public of the office’s records pursuant to the Freedom of Information Law within a specified five days following receipt of request
b. Receive and process requests for access to records in the manner prescribed by law
c. Maintain a current list of records, indexed according to subject matter, for public inspection
d. Comply with these and all other duties as itemized in Section §50.3 of the Law
SUBJECT MATTER LIST
The Records Access Officer shall maintain and make available for public inspection and copying a correct list, by subject matter, of these records, as enumerated within the Freedom of Information Law, which are available for public inspection. The subject matter list shall be updated no less frequently than twice per year and shall be ready for public scrutiny within thirty (30) days of passage of this policy.
a. Shall be submitted to the Records Access Officer in writing and shall specify whether the petitioner wishes to see and read the requested item or receive a copy
b. Shall be answered within five business days (Monday through Friday) of the date the request is received. If the document/information is not immediately available, the Records Access Officer shall notify the requesting individual when and how the requested record will be available
c. Shall be sufficiently detailed to identify the specific document requested
d. Shall include the name, mailing address, and telephone number of the requesting individual
e. May require payment for copies
INSPECTING AND/OR COPYING RECORDS
If access to records is granted, records may be inspected by the public at the Library in the presence of the Records Access Officer or his/her designee during regular hours of Library operation. If the original of the record includes information, details and/or particulars requiring deletion, the individual requesting shall only be permitted to inspect a copy of the record with deletions.
Copying of the record will be performed by the Records Access Officer upon payment of the fee established by the Board of Trustees.
No original record may be removed from the office where the record is kept.
DENIAL OF REQUESTS
Should the Records Access Officer deny access, said denial may be appealed to the Board of Trustees by the individual requesting the record.
No fee may be charged for:
a. Inspection of the itemized records, prepared pursuant to section §7(3)(b) of the Freedom of Information Law setting forth the name, address, title, and salary of each officer or employee of the office
b. Inspection of the current list by subject matter of all records that the office is required to maintain
c. Inspection of records which do not require deletion of any parts thereof
d. Inspection of a copy of a record which required deletion.
The fee for a copy of a record which does not exceed either 9” in width or 14” in length shall be twenty-five cents (25¢) per page.
The Records Access Officer shall cause public notice to be posted near the Circulation Desk of the Library informing members of the public of:
a. The Records Access Officer’s business address and business telephone number
b. The time and place records will be made available for inspection and copying
c. The right to appeal by any person denied access to records
d. The name, business address, and business telephone number of the Records Appeals Officer.

Mamakating Non-Discrimination PolicyThe Board of Trustees of Mamakating Library is committed to nondiscrimination in all of its decisions, programs and activities, including within its hiring policies as follows:
The Board of Trustees, its officers, employees and agents shall not discriminate against any person on the basis of race, color, creed, gender, national origin, religion, age, economic status, marital status or sexual orientation.
Mamakating Community Room
Organizations seeking to use the Community Room must be considered individually and ruled upon by the Library Director.
All activities conducted by said organizations must be non-profit, non-commercial, community-oriented and educational or cultural in focus and open to the public. Personal parties or gatherings are not considered eligible. Each activity must be considered individually and ruled upon.
The Community Room is accessible to non-profit groups regardless of their beliefs or affiliations of their members.
Library-supported activities will pre-empt all others. In order to give maximum benefit to library-supported activities and minimum inconvenience to others, an application for each use must be submitted a reasonable amount of time prior (30 days is suggested) to the date requested. A final decision will be made within 14 days of the date of submission.
As a publicly supported institution, it is essential that both the security and physical plant of the Library be maintained at the highest possible levels. For that reason, any organization using the Library Community Room may be required to employ the services of the Library’s custodial personnel, at a rate determined by the Board of Trustees.
The responsible officer of each organization applying for use of the Community Room shall be made responsible for building security, for fulfillment of the rules set forth for the use of the facilities, for the conduct of members and guests when on Library premises, and for the payment of all charges for the maintenance of the building and facilities.
The premises, inventory and equipment will be inspected before and after each non-Library sponsored activity and assessments shall be made for excessive disorder, breakage or loss.
Smoking and the use of any drug, including alcohol, are prohibited.
All organizations are expected to clean the premises before leaving and return the area to the state in which it was found.
No materials or equipment are to be used without express permission of the Library Director. Any items approved for usage must be returned at the conclusion of the period covered by the agreement. Any items approved for usage may be subject to inspection/search by the Library Director and/or Board of Trustees.
No Library property may be removed from the premise without the express permission of the Library Director.
All applications submitted for use of the Community Room are required to submit a Certificate of Liability for the minimum standard insurance coverage determined by the Library’s insurance carrier.
Publicity [i.e. posters, brochures, radio and TV announcements, etc.] – the Library cannot be identified as a sponsor. Neither the name nor the address of the Library may be used as the official headquarters of the organization. Broadcast in the Community Room must be approved by the Library Director and Board of Trustees.
No animals are permitted with the exception of service animals.
The Library maintains the right to monitor all meetings conducted on the premises to insure compliance with the policies. Library personnel must have free access to the Community Room at all times.
The Mamakating Library provides open access to materials and information. Library patrons’ First Amendment Rights to guaranteed freedom of speech extends to a corresponding right to hear what is spoken and read what is written free from fear of intrusion, intimidation, or reprisal. New York Statute 45098 also insures this freedom. The Town of Mamakating Library District also ascribes to the American Library Association’s Code of Ethics which states, “Libraries must protect each user’s right to privacy with respect to information sought or received, materials consulted, borrowed or acquired.” Only by strictly adhering to the following policy can the confidentiality of patron records, information, and behavior, be preserved to the fullest extent of the law.
In the event that staff members are approached to divulge confidential information, the following steps will be followed:
1. Record the name, address, telephone number, and any other appropriate information available on the inquirer.
2. Report the request immediately to the Library Director.
Under no circumstances will staff divulge any confidential information regarding or including:
Patron name, address, telephone number
Library card holding status
Any information regarding a patron’s library habits or usage
Action Taken by Library Director
All requests and orders will be reviewed in a timely manner. If necessary, the Director will consult with an attorney and respond in an appropriate manner. All requests for the release or disclosure of information will be denied unless the Director has received the named patron’s written consent for said release.
Court Order for Release of Library Records
The Library Director shall comply fully with a court order to release or disclose library records or information. Upon receipt of any process, order, or subpoena, the person named and/or served shall immediately report to and consult with the Library Director, Library Board, and legal counsel, to determine if such process, order, or subpoena is proper and in full compliance with proper legal authority.
Unattended Children PolicyFor reasons of safety and the well-being of young children, the following rules will be abided by:
1. Parents* of children under 18 years of age are responsible for the behavior of their children.
2. Parents are expected to be aware of Library hours of operation and to pick up their children prior to closing.
3. All children 12 years of age and younger must be attended to and supervised by a responsible adult at all times.
If it is determined that a parent is needed to pick up a child from the Library for any reason, and the parent cannot be reached or located, Library staff may use their discretion to contact emergency medical services, child protection services, or police. A staff member will remain with the child until authorities arrive.
Under no circumstances may a staff member drive a child home from the Library.
